A user on Muppet Wiki compared Harvey to Rip Taylor (who had the same wild hair and confetti-throwing gag). That's why I said "loosely based"; CTW didn't create Harvey as a direct spoof of Rip Taylor, but those features must've come to Jim Henson's mind at the time.

Really? Odd, Harvey Kneeslapper isn't listed as "Parody Muppet" or "Caricature Muppet" on Muppet Wiki. :\

The weird thing is, Harvey's face and trademark laugh were based loosely on those of a real 60s comedian (I forget the guy's name, but it wasn't similar to "Harvey").
