There are various crimes that they may be guilty of when making threats over the internet. High tech crime and terrorism is a focus of these agencies. If you or they live in the U.S. you may report it to the FBI:

No, this isn't the New World Order trying to invade your privacy. These are government agencies created to protect citizens from those who prey on the innocent. If you're being harassed, threatened, or see dangerous and illegal activity going on, these are the appropriate authorities to whom you should make a report.

Tell her to first call her local police and then report them to the FBI. Going through the proper chain of command is the most effective way to handle such a situation.
Since the LiveVideo administration refuses to do anything about such people, I suggest trying a different site. There are several out there. It's a shame that LiveVideo not only supports this kind of activity through their lack of response, but also a shame that they allow their moderators to engage in such activity.
Although the set-up on LiveVideo is nice, it's not nice enough to bother with such abuse. There are other sites that offer similar or better controls.
If LV wants to be hell, leave hell to the morons and let them hate each other to death.

P.S. You should also remove them from your friend list, block them, cease responding to them. Let the authorities handle it. If they continue, you will then be in a better position for a civil suit.

OK folks here it is...
A very good friend of mine received an email to the persons home address.
Now you people know who you are when I say this....You provided the haters with all the info they needed you sick mother f er.....
Here is a copy and paste of the exact email that went to a friend and this is how nasty these haters can be.
The person that received this never gave out their home email address but I know who had it and did give it out.
ONLY LOW LIFE SCUM BAGS THREATEN PEOPLES FAMILIES AND KIDS AND MAKE UP **** AGAINST PEOPLE AND MAKE UP FALSE ACQUISITIONS ABOUT CRIMINAL RECORDS AND OR WHAT THEY WILL DO TO THEIR FAMILIES AND LIVES.
HERE IS THE EMAIL WITHAND WE NEED TO STAND TOGETHER AND FIGHT THESE PEOPLE AND LV TIME TO STEP UP. I HAVE REMOVED WHO IT WAS SENT TOO.

I also have your criminal background history and your address, if you don't leave live video.com within 24 hours I will post it all for all of the livevideousers to see.
